Background

The tight connection between science and diplomacy in the Arctic has traditionally helped reduce geopolitical tensions and facilitated international resource management. However, after Russia’s full scale invasion in Ukraine, the Russo-western relationship has entered an ice-cold face. Due to the war and international sanctions, science, science-informed decisions, and science diplomacy suffers severely.ÌýReduced international Arctic science collaboration may have severe consequences for climate research and other important scientific topics like social science and ocean ecosystems.ÌýThe objective of the project is, as described in the grant proposal to :

• To understand what the effects of war are on scientific collaborations and the volume and value of arctic science in the north.
• In the light of various discussions in the scientific community, to elevate a discussion on what principles should be the foundation for political decisions on science collaboration across borders in turbulent times.
• To discuss what may become the characteristics of the future Arctic science collaboration architecture.

The project has recieved 400 000 NOK from UArctic and UiB contributes with 100 000 NOK in in-kind/services.

Currently, Arctic climate research does not have access to climate data from 45% of the Arctic area. This is because climate data from the Russian Arctic areas is largely no longer available to the global research community, as a by-product of the Russia sanctions.

This is one of the findings in the report , by Academia Europaea Bergen, the Nordic-Baltic hub for the European science academy Academia Europaea.

The topics of the report were central to a successfulÌýÌýwith key stakeholders at the 2023 Arctic Frontiers conference. The issue has also been the topic of aÌý, with project manager Ole Øvretveit and hub director Eystein Jansen as guest.Ìý

The Bergen Knowledge Hub aims to:

• Be aÌýcatalystÌýforÌýcollaboration, forÌýknowledgeÌýexchange, and for exchangeÌýofÌýideas.
• Engage research and scholarship with policymaking in Europe and in the Nordic and Baltic Regions, on behalf of Academia Europaea and in close collaboration with national academies of the region.
• Promote excellent research from and about the Nordic and Baltic Region, its surrounding seas and the Arctic with emphasis on marine and maritime research, sustainability and the Nordic social model, through scholarly workshops and public events.​
• Demonstrate the importance of scientific scholarship and maximise engagement with our members, policymakers, private and public entities and the wider public.​
• Stimulate scientists to accomplish stringent and unequivocal communication with decision makers, media, and the public.

was established in 2014 and has been hosted by The University of Bergen (UiB) from 2016. AE-Bergen is headed by an Academic Director appointed by UiB, currently AE member professor (from 2018). The cooperation agreement between AE and UiB states that the Academic Director, an Advisory Board, and a Steering Group shall ensure strategic direction and activities in line with AE´s purpose and the intentions of the agreement. For practical reasons Academia Europaea Bergen is located at Faculty of Science and Technology.
